what is the difference between mla and apa format? Why cannot we use one format for every research paper? Upon which depends the choice of the format for research paper?

Well, mla format for research papers title page, works cited, and outline is rather different from APA. You cannot use the same format for all papers because requirements are set by the teacher. In other words, you need to use the format and style that is required by your teacher. In my view, MLA style is more difficult than APA style, at least because page numbers must be used.
