Well, I guess the format for a term paper in college depends on the requirements of your teacher. There can be a different format for a proposal. You can also get a template online for free. In my view, APA is the easiest one to use in terms of referencing. However, APA has more formatting requirements. I do not think you have a freedom to choose, though.
